Chronic progressive, insidious onset of the disease, the course of the disease was clinically to memory impairment, aphasia, disuse, agnosia, depending on the spatial skills damage, executive dysfunction, and show the characteristics of the comprehensive dementia on personality and behavior change, cause is unknown so far. Worldwide, there are about 35.6 million in patients with AD and increasing at an annual rate of 700000, the disease has become the second only to heart disease, cancer, stroke, the fourth of the global health killer. According to the data of the world Alzheimer’s disease report 2013 which recently released in Beijing, the incidence of Alzheimer’s disease in China with the international flat, according to the incidence of estimated the number of Alzheimer’s disease in our country is now almost never. According to the Alzheimer’s association, China committee statistics, China’s elderly population aged over 60 prevalence was 5%, and the 80- year- old people over the morbidity rates as high as 20%. Along with the rapid population aging process, AD has become a public health and social problems in our country can not be ignored. The patient’s health care, pension etc need to spend a lot of manpower,material resources and financial resources, which require the participation of government, society and universal, let they can also get the elderly life quality is a question of countries in the world to focus on, and these will need a perfect social security system as a support. At present our country there is no more perfect about AD related policy and service system, social security system is still relatively lack.This article selects Chengdu as an example for the construction of the social security system in patients with AD in-depth analysis and study, summarize experience and achievements, find out the problems and the insufficiency, for the construction of our country social security system to provide the reference and draw lessons from in patients with AD, to explore a better way. This article mainly selected the social insurance, pension and social public welfare organization rescue service as three mainly elements to analysis and discusses, and put forward the future development from the three aspects of advice: strengthen the government, enterprises and individuals three pillars to participate, to expand the national basic health care and the basic old-age insurance coverage, the basic insurance to achieve universal coverage. In the social security fund, can try to according to the level of economic development in a certain proportion of transfer out of the part to do certain subsidy for pension in patients with AD. Development of the integration of commercial insurance and social insurance, pay attention to the development of long-term care insurance, and other categories, through some preferential policies to support the development of nursing risks, to explore the buying patterns suitable for the country’s economic level, encouraging people over a certain age to buy. Can entrust a trustworthy business insurance institutions for some citizens demand of insurance or guarantee fund operation management, regulation by the government. On the basis of the pension that occupy the home, pay more attention to the development of community and social endowment service, the construction of professional nursing services or special care unit, to cultivate professional medical personnel, establish endowment agencies for examination and assessment of the quality system, mobilize social forces and the money involved. Optimizing the allocation of social public welfare organization service resources, balance the regional differences, public welfare relief services platform, information platform, through calls for more attention to the AD and provide it with a strength. |
