As the important material source for modern enterprise production and operation, procurement has been upgraded from traditional materials trade to the enterprise strategic activity in the 21st century when universally implemented supply chain management. At present our country is stepping up efforts to implement the strategy of Marine development, a large number of Marine oil and gas projects have been built. it is necessary to use scientific management means to ensure the smooth progress of the procurement activities for the huge project material purchasing quantity and long construction cycle, and Marine engineering project procurement gradually been a new research field of purchasing management.Practice guidance of procurement management is vary among different main body, object and way, the research object-Jinzhou 25-1 SI I project which as large Marine project being plan and constructed in Bohai sea, there is no procurement management of similar project cases as reference. Therefore, based on the theory of procurement management, supply chain management theory, risk management theory, the article analyzes the principles, basis, tools and techniques, some problems that should be paid attention and the material purchasing list and project subcontract plan, using theoretical analysis combined with case study and project experience methods. Article pointed out that the procurement department should manage and control the cost and process according to the company control index "project economic responsibility". The project should be prepared when purchasing the distinction between inventory management, bidding documents and contract of prophase, and choose appropriate agency and material suppliers. Secondly, the article analyzed the characteristics, set up the concept of condition of project in the purchase offer and acceptance and the generation of the procurement contract, management, etc. It pointed out that the commitment should be consistent with the offer content, form and time limit then to have legal effectiveness, procurement department should actively strive for contract drafting, working interface of the text and get the initiative of the contract signing, according to the verification process and after the principle of purchasing work with suppliers to sign the contract, if the contract need change should be according to the actual amount of upper and lower bounds by different processes.In order to implement this project procurement plan smoothly, the article put forward balance of the decision-making, execution and supervision of the procurement checks, perfecting the procurement supervision and punishment mechanism based on supply chain management; formulated scientific and reasonable to project procurement process, adhere to the combination of centralized purchasing and decentralized operation; strengthen the project risk management and emergency response mechanism of the construction on the basis of risk identification, estimate and evaluation, strengthen the classification of the procurement and warehouse management; establish comprehensive supplier comprehensive evaluation index system, strengthen the grading management and joint quality management of suppliers; Application of ERP system to ensure the timeliness of procurement information transmission and sharing, while to improve purchasing efficiency and reduce procurement costs, strengthen the control of purchasing process. Combined with large number of specific, practical charts and data the article would provide advanced and accords with the practice of project procurement management plan for procurement decision makers and staff, to ensure the project procurement plan can implement smoothly.
