Nowadays, the competition of power generation industry is becoming more and more fierce. Therefore, innovation ability begins to play an important role in enterprise development. In order to maintain a better market response capability, enterprise should focus on supporting innovative researching work. However, R&D management is different from general management and there is no completely specific R&D performance management. So it has been problems if simply using formal human resource management on R&D staff.Based on reading amounts of related literature, summarizing the basic concepts of performance appraisal, illustrating the application in the process of enterprise management, introducing the latest domestic and abroad researching situation, this dissertation deeply analysis the actual situation of H Cleaning Energy Research Institute. It demonstrate and analysis the performance appraisal system, illustrate the current internal and external environment as well as existing problems and reasons of H through SWOT. Then put forward re-establishing new performance appraisal system of H by using key performance indicators.Through work analysis, staff of H can be divided into two groups-function management officials and researchers. Then building different performance indicator systems separately according to each group work characteristics and determine the weight of each index by using analytic hierarchy process, at the same time, illustrating a series of performance assessment contents including the design of performance contract. Meanwhile, in order to ensure the smooth and effective implementation of performance appraisal system, this dissertation also designs the ensure measures of performance assessment system according to H.
