Pu’er Telecomm accepted the CDMA network in October.Since then Pu’er Telecom hasbeen actiyely building the quality and service brand of 3G network.At the same time 3Gmobile service was thought as key product of survival and development in the future.Theentire company focused all the resources trying to expand market share as fast as possibleand earn itself a place in the fierce competition in the future.However,from the point ofprevious cost used,the rapid development of Pu’er Telecom was at the expense of a lot ofresources.High cost and low profit were performanced in the financial aspect.This paper summarizes the reasons for restricting Pu’er Telecom to achievesustainable development：cost management concept Jagging behind,method of costmanagement being too old, value management and value used management beencombined badly.With the development of business and user quantity,the contradictionbetween the ever-increasing market demand and limited cost will become more prominent.Coupled with the growing competition in the market,users share rely on cost-driven moreand more.Although it has played an important role to increase user share in early stage ofdevelopment through calls subsidies and the terminal cost subsidies,etc.,the limited costnature led to this model more and more difficult to hold on.How to use limited resourcesto effectively leverage market demand and mine the largest cost-effectiveness will bePu’er Telecom’s urgent problem.This paper analyzes Pu’er Telecom’s using cost of 3Goperations and expects to develop feasibility analysis of the project,also makes projectimplementation plan to provide decision-makers as a reference and operating basis.Firstly,this paper introduces the background and significance of the research,andalso points out some problems about Pu’er Telecom 3G business operation cost that existsin the financial evaluation.The third chapter introduces the theory and method of financial cost management ofthe project,combined with the actual situation Pu’er Telecom,and then analyzes thetheory and method of Pu’er Telecom 3G business cost management.Some cost management strategies for Pu’er Telecom 3G business were given fromchapter four to chapter five,and then the paper introduces Pu’er Telecom 3G business costmanagement in detail from the perspective of the combination of theory and practiceusing the method by case analysis.In the evaluation,the evaluation index system of costmanagement was established and some problems encountered during the costmanagement were studied.At the same time,some suggestions were put forward towardsthe current situation and the development of the project.
