XY Telecom started to launch the performance evaluation system which is primarily in the form of key performance index KPI since 2004. The performance evaluation system has been playing a positive role in the way that the company's strategic objective is efficiently carried out in each department and each department is pushed to fulfill its duty. But a lot of problems still exist in practice, mostly revealing in performance management of departments and employees. The problems are revealed in the following six aspects specifically: direct manager's lack of performance evaluation concept and skills, improper layout of performance appraisal index system, severe loss of performance communication, insufficient incentive in performance distribution, insufficient application in performance evaluation result, and improper adaptability of performance appraisal system to labor laws. The paper centers on the optimizing of XY Telecom's performance management system. By analyzing the existing problems in the present situation of the company's performance management, me paper combines the company's characteristics and its practice, putting forward the optimizing strategy of XY Telecom's performance management system in the following seven aspects: improving direct manager's performance evaluation concept and skills, designing performance appraisal index system scientifically, strengthening performance communication, measuring value in performance distribution, innovating incentive art, fortifying application in performance evaluation result, and promoting adaptability of performance appraisal system to labor laws.
