| New Rural Cooperative Medical System(abbreviated"NCMS"),organized,guided, and supported by government, is a kind of medical system for people in rural area mainly focusing on serious diseases, meanwhile, which is organized, guided, and supported by government, and voluntarily participated by farmers. And fund comes from individual, community and government. The purpose of starting NCMS is to meet people’s basic medical needs in rural area, reduce their medical payment, and help them prevent diseases and improve their health conditions. In February 2014, Medical Reform Office of the State Council released the document "Notice on Accelerating Rural Residents Medical Insurance Work". It is required that the government of every province fully start and expand the pilots of rural residents medical insurance before the end of June, in order to reduce their burden of medical costs and prevent them from returning to poverty owing to diseases. Due to the various situations in different regions, how to scientifically formulated and adjust the medical farmer compensation scheme to promote NCMS comprehensive, coordinated and sustainable development is the urgent problems for the new rural cooperative medical care management centers and the government and the counties (cities).In the context of implementation of NCMS in Jianyang District, Naping City, this paper proposes some objective advice on the management of NCMS based on the statistical data from 2009 to 2014. First, By applying statistical theory and methods, it also analyses the implementation and forecast the development of NCMS from different angles, including the gender, age, level of administrative areas where medical institutions belong to, quarter and other relevant factors, different towns in the region and the cities which belong the county similarity study by cluster analysis. Second, I hope this paper can be a reference for relevant departments to further accelerate the process of NCMS in scientific and appropriate way. |
