Risk Management Study On XWJ Project Of Jiuzhou Company

With the end of the cold war in the last century, the all military powers of the world usually try to use military trade to extend their impact on the global political and military. On the one hand, military trade project usually is the reflect of impact which the military products export country imposed on the military, political, and diplomacy of military products import county, it is an important methods to implement the national strategy and interests, is the extension and supplement of diplomatic policy and capability. But as the world is multi polarization now, military trade project also faces more uncontrollable factors and risk. On the other hand, military trade project has the character of big investment and long term of operation, from the initial investigation to negotiations and contract signing of the project, from the implementation of project to the acceptance inspection, payment collection and after-sale support of the project, many various professional staff and series of coordination activity which is independent and correlated with each other are required during above course, it is a very complicated course which is also affected by a lot of external uncontrollable factors. If we don’t carry out methods to avoid these uncontrollable factors and risks, progress of military trade project will be badly affected, and then affect the payment collection of this project and signing of the follow-on contracts, even bring serious and unpredictably consequence for company’s finance, reputation and market development. Therefore, which kind of risk management mode can be adopted when we manage the risk of military trade project and how to identify the risk, analyze risk, response risk, control and monitor risk during risk management will be especially important for studying of risk management of military trade project.At present, study on risk management for military trade project in China is still at an early stage, this lead the analysis and management about military trade project is incomplete and this also proved that study on risk management of military trade project need to be further strengthen.I focused on the discussion that how to carry out the risk management of Jiuzhou’s XWJ project. Firstly in the first chapter, I elaborated the research background, studied a lot of domestic and overseas research achievements about risk management, put forward the research object and the purpose, discussed the research ideas and methods; In the second chapter, I reviewed the related theoretical knowledge of project, project management, risk, risk management and project risk management to provide theory support for the study and analysis of XWJ project risk management; In the third chapter, I introduced background of Jiuzhou company and XWJ project, current basic status of Jiuzhou’s XWJ project, emphasized the importance to carry out risk management for XWJ projcet; In the fourth chapter, I used brainstorming method, questionnaire and expert interview method to identify the risks of Jiuzhou’s XWJ project; In the fifth chapter, I used the Delphi method to evaluate the risks of Jiuzhou’s XWJ project. In the sixth chapter, I offered specific solutions for the risks of Jiuzhou’s XWJ project which have been identified and evaluated; finally in the seventh chapter, I drew the conclusion for this article of XWJ project: although the risks which every military trade project faced have its own characteristics, and the adopted method for risk evaluation and solutions for risk treatment are also different, but we can draw the conclusion from the experience of Jiuzhou’s XWJ project, for the risks which may occur during the whole course of military trade project, we can carry out effective risk identification and risk evaluation, and give reasonable solutions for risk treatment, so as to effectively decrease the probability of risks or minimize the influence which the risk could cause for the military trade project, finally to guarantee smooth operation of the project.This valuable experience is useful not only for the cooperation production of Jiuzhou’s XWJ project but also can intensify the risk management of military trade project and provide reference to promote faster development of Chinese military trade business.
