Corporate strategy is a strategic system. It is necessary for an enterprise to formulate different corporate strategies to support its development at different development stages. The regional development strategy is to develop a strategy for a city or region. It is an overall, directional, long-term and fundamental guiding principle to define the overall scale of development, industry position and overall layout in accordance with specific conditions of the region. SIMZ is a healthcare industrial cluster area, which is mainly focused on modern medical services industry, biomedical industry and medical device industry. It is one of three core parks of Shanghai Zhangjiang Hi-tech Park. Its strategic objective is to strive to build a modern medical science city with leading technology, beautiful environment and ecological harmony, thus developing itself into an “Oriental Medical Valley” with its most remarkable characteristics in China as well as in Asia.SIMZ Group adopts market operation and corporate management system to manage and operate the development zone. Therefore, a choice of SIMZ strategy is not only to choose a corporate strategy, but also involved with a regional development strategy. The research objective of this paper aims to seek a more optimized strategic plan by analyzing the existing problems of the enterprise, enabling SIMZ to achieve better competitive advantage and long-term development. Through an analysis of internal and external environment of SIMZ, this paper verifies key elements to strategic choice of SIMZ by applying the relevant theories and methods of platform strategy, development strategy and competitive strategy and using tools, such as, qualitative and quantitative market research and empirical investigation, and etc. The issues are discussed as follows: how SIMZ perfects its own industry ecosystem in accordance with the current external environment; how to gain competitive advantages in a changing environment in order to seek more long-term and efficient development.Conclusions: The path of SIMZ has been developed in combination with the theories of development strategy and competitive strategy under the guidance of the thinking of platform strategy. SIMZ’s strategic choice has been defined and its five key strategic principles determined. These are as follows: convert the development model to stimulate network effects; dive deeply into multiple market segments to retain platform users; innovate institutional mechanisms to improve service levels; strive to become the leading platform to ensure competitive advantage; and integrate external resources to create a win-win ecosystem. Four major strategic tasks: focus on a main line(key development path), expanding two industries, achieving three transformations, and making improvement in four aspects. Three key strategic objectives: Medical Special Zone in China, Shanghai Healthcare Economy Demonstration Area and Pudong Science and Technology Innovation Center Practices Area.
