The characteristic of hi-tech industry is Knowledge intensive and technologyintensive. Human Resources are the first resources of the industry. It's very importantof how to develop and use the first resources. Although Tianjin has made progressobviously with the hi-tech industry from building Hi-tech Industry Park, theinconsistency between the industry and Human Resources that lead the developmentis much more serious. This situation has already restricted the speed to develop theindustry of the city.In this paper the characteristic of Human Resources of Hi-tech Industry Park isconcluded with the opportunity and challenge in front of keeping its sustainabledevelopment. Through analyzing hi-tech industry of Tianjin and its strength andweakness, I found the problems in human resources of the industry at present. Themethod of solving the problem is brought forward according to the characteristic ofTianjin Hi-tech Industry Park and the successful experience of developing andmanaging human resources in hi-tech industry domestically and abroad.To build a public board of Human Resources for Tianjin Hi-tech Industry Park isbrought forward from the aspect of Public Management in the first time. TheEvaluating System for Public Board of Human Resources is set up. The roles thatadministration offices should have in management of Human Resources are showedclearly for the area. At the same time, it helps the mangers of the area to improve theexisting scientifically and effectively.
