With the development of economy and upgrading of the industrial structure, the future competition of enterprises will gradually move toward cooperation and competition between the various companies involved, seeking cooperation in the competition and enhancing competitiveness in the cooperation will be new trends and dynamic development. The upgrading of the industrial structure provide industrial development a new momentum to choose; The tourism industry is a combination of industry having the complementary relationship rather than the substitutes relationship, which is the "industry of industries". The particularity of Tourism industry determines the collaborative development relations between the various types of industries and provides a possibility for the development of the tourism industry chain. In the view of home and abroad or realistic development situation, the-competitive advantage of tourism development is not manifest, and the development of the tourism industry lack competitive strength. How to obtain and maintain the competitive strength of entrepreneurs in the fierce market competition becomes an issue of growing concern. The reality situation reveals the need of the tourism industry chain development.Based on the transaction cost theory, division labor theory, industrial chain theory and competitiveness theory, the paper has a profound understanding of the operation theory of tourism industry chain and analysis the industrial chain concepts, tourism industry chain concepts and features in-depth in the way of combining the original understanding of the theory and self-understanding. The paper divides the tourism industry chain into tourism resources exploitation chain, tourism production chain, tourism production sell chain, tourism product consumption chain and makes the detailed empirical analysis one by one. Our results are as follows:our country has the increasing emphasis on the construction of tourist attractions and the tourism development effort in core resources is growing; tourism personnel reservation becomes adequacy; less but concise tourist areas (spots) take a leading role of development; tourist areas (spots) business move towards scale development gradually; tourism hotel industry move towards Group development gradually; travel agency industry in China has two main problems:First, the majority of travel agencies are small, low efficiency, lack of competitiveness. Second, unfair competition. But how to integrate development advantages of the different links is a question that the long-term development of the tourism industry chain must face.The paper defines 29 provinces, municipalities and autonomous regions as empirical research paper samples,bases on the statistical analysis date form 2008to 2012 of every provinces, uses EXCEL and SPSS17.0 statistical analysis software. The paper divides the evaluation index system of the tourism industry into three dimensions:the tourism industry chain density, the tourism industry chain strength, the tourism industry chain related degree, while selecting the tourism industry concentration, the tourism industry chain Gini coefficient as an evaluation index of tourism industry chain density; selecting the tourism industry chain division extent indicators and tourism industry chain entropy index as an evaluation index of the tourism industry chain strength, selecting the tourism industry chain related index to measure the correlation between the tourism industry and other industrial chain. In addition, selecting capita profit and operating margin as a measure of operational performance of the tourism industry chain, adding government intervention and the market size as control variables. From the empirical analysis we can conclude that:(1) there is not much correlation between the performance of the tourism industry chain operations and the size of the business or government intervention. It does not matter between performance and external factors.The inherent factors plays a predominant position in tourism industry chain operations. (2) The construction of the tourism industry chain need stronger rather than more tourism enterprises. Tourism industry should move towards deeper development. Expanding its size is not desirable, but can not be ignored in terms of strength. (3) There is a significant positive correlation between strength and performance of the tourism industry chain showed.The strength of the tourism industry chain mainly shows the allocation of resources and Organizational cohesion. Strengthening Organizational cohesion of tourism enterprises and forming a unity of purpose and unity of power within the tourism industry chain make the tourism industry chain operating more smoothly and more efficient. (4) Between tourism industry chain related degree and performance shows a significant positive correlation. Tourism enterprises or tourism industry should establish close links with external enterprise or industry.
