Case Study On The Comprehensive Treatment Of Anti Smuggling In Chengdu Customs

Smuggling will not only influence the tariffs and taxes, disrupt the market economic order, hinder the survival and development of the national industry, but also cause a serious damage to the state sovereignty and security. Anti-smugglling is one of the four main functions of the traditional customs duty.while international and domestic situation is undergoing profound changes and the modern customs system under the premise of the second step development strategy planning, the customs anti-smuggling work is facing the situationof "more demanding,more difficulties, more tasks".Anti-smuggling is a long-term, arduous and complex struggle.A social comprehensive anti-smuggling system must be built step by step, the whole society should form a whole force together.It is the most effective and fundamental way to crack down on smuggling.Since 1998, the Party Central Committee and the State Council has identified a new anti smuggling system, a comprehensive anti- smuggling governance mechanisms also emerged as the requirement of times and played a positive role in quite a long period of time. However, with the change of the world economic structure, in the anti smuggling work situation has undergone a dramatically change. Comparing with the coastal border customs, Chengdu Customs is under the limitation of locating inland and starting late.However,Chengdu Customs has lanched a beneficial attempt and exploration in the recent comprehensive anti-smuggling control and has produced a series of positive effects, gained the success that attracting worldwide attention.This article is on the basis of the new public management theory and the overall government theory, studies the cases of the comprehensive anti-smuggling control of Chengdu Customs.Combined with the current situation,it analyzes the characteristics and trend of Chengdu Customs anti smuggling, sums up the measures and results of anti-smuggling comprehensive control,tries to figure out problems and deficiencies, draws lessons from the advanced experience of developed countries and areas, introduces the overall perspective of the government, puts forward corresponding solution:1.Update ideas and knowledge of anti smuggling comprehensive control;2.Establish and complete the system of laws and regulations, clear department responsibilities, form the anti-smuggling social comprehensive governance mechanism;3.Strengthen coordination and integration of all resources, to realize information exchange and information sharing;4 Carry out special operations, unified command implementation and joint action;5.Fufill the functions of customs anti-smuggling police, keep to crack down on smuggling,highlight the main force;6.Carry out the construction of social credit system;7.Do a good job of anti smuggling propaganda education;8.
