Since the establishment of the project management theory, cost management has been paid much attention as the most important aspect of the project management. The project cost theory has been developed throughout the whole process of the project management. Project cost management theory has been more mature and provide a solid theoretical foundation for the projects today.Government investment construction projects, as one of the most important part of government expenditure, have the problems of high construction costs, lack of management and imperfect supervision. The existence of these problems serious impacted on the effect of our government to carry out the construction of related projects. Cost management theory of this research has the great significance.The constructions of the e-commerce training base can solve the lack of the talent in e-commerce. But the before projects of the center had the problems of cost too much and can’t done on time. To address those issues in the construction of this project, the project team has taken various measures to control project costs. At the same time the team used the earned value analysis to detect the problems of the project implementation process and take the useful measures to address then. Compared to other projects the main implementation of this project is the purchasing of the equipments and software, so this paper analyzes the equipment procurement process from the point of the project cost management. In addition, the analysis of the domestic e-commerce mainly in theoretical research and how to carry out the construction of an e-commerce training project is relatively small. Therefore, this study can also provide a reference for the future projects.
