Strategic management of an enterprise is to solve the problem directionality. According to internal and external environment analysis to identify strengths and weaknesses and shortcomings of enterprises, identify opportunities and challenges it faces, to develop strategic goals for their own development, which is the right time to do the right thing. Whether it is state-owned, private, foreign, or Division of Corporation under the mechanism, are facing strategic issues. The Resin Division of Dongqi is Dongfang Turbine Co. Ltd.(hereinafter referred to as the Dongqi), subordinate units in accordance with Division II system running and with the Dongqi main industry association is low, mainly engaged in the energy industry with the development of a resin material, engineering, industrialization, is a research-driven, in order to achieve the target of high-tech products into the commercial division.Through the course of development of the Dongqi Resin Division introduced relevant national macroeconomic policy, the domestic industry, the maternal of Dongqi conditions, and the conditions of its own business unit analysis, strategic management theory and related knowledge, as the parent company in the Dongqi Resin Division formulation development under the framework of the overall strategy, draw the following two conclusions:1, the Dongqi Resin Division will be positioned steam resin product direction for energy resin material, energy technology research and development should resin material as the core competitiveness and technological research and development as concentric, walking the path of development related diversification;2, the Dongqi Resin Division to follow the international forefront of technological development, and constantly nurture outstanding technical R & D team and management team, a considerable period of time in the current focus on the need to implement cost leadership strategy and improve the competitiveness of their products, the company’s products with internationally renowned benchmarking.Finally, the implementation of the strategy, to business people, financial, material and information resources allocation, adjusting the organizational structure of the enterprise vision, mission, strategic objectives are achieved, and ultimately business value. Strategic research and development of the Dongqi Resin Division system of the state-owned enterprises, to provide for the development of the Resin Division a business model, has important practical significance and guidance. Also provides some lessons for the development of the idea of non-core business segments under large-scale state-owned enterprise.
