A Research Institute is the R&D department of a public service enterprise, wholly owned investment branch of the parent company, which is founded just five years. The parent company carry out R&D project only ten years.The professional project management theory hasn’t been formed in both A Research Institute andits supervisor administrative unit of parent company, and the evaluation tools hasn’t been applied during the process of project evaluation and project management. For the future development, the author carry out the study taking A as the study target.First, to identify the problems existing in its project management, based on the project management theory, the project evaluation methods and the actual situation of A.Second, to establish the project evaluation methods in the evaluation stage of project management with the combination of quantitative and qualitative method, considering the current situation of A. I hope those can it will improve the R&D project management level and raise its scientificity.This thesis focus on the problems existing in A’s R&D project management. A overall design of A’s project management is carried out based on the PM theory. And the project evaluationsystem is established which include project evaluation, project interim evaluation and project later evaluation, according to the project evaluation theory. It is an improvement of A’s PM work with the theoretical method.In the1 st and2nd chapter,it statesthe background and the significance of the selected topic, also introduce the related research situation at home and abroad.In the 3rd chapter, it introduces the basic state and the R&D management mode of A Research Institute. In the 4th chapter, it analyze the main problems of PM, considering from the strategy,resources, PM system, project evaluation and so on. In the5 th chapter, a PM system is designed from 3 aspects, including strategy development, staff motivation and PM mode. In the 6th chapter, the quantitative evaluation method is applied in the projectevaluation process. Design a quantization index table to guide the expert’s project evaluation with a quantitative way. Design an interim evaluation index table, which can assessment the project term by term, and the result can be used for adjustment and HR performance evaluation. Design a late evaluation system, which result can be applied in award and the application trace.
