A Study On The Sustainable Development Potential Of Jiaozuo

Since the reform and opening up, the resource-based cities has made a historic contribution for our country’s national economic.However, with the resources constantly consumed,the urban ecological environment has been destroyed, the urban economic structure gradually imbalance, a series of social contradictions have been exposed,urban sustainable development is faced with severe situation. In 2013, the State Council promulgated the "National Resource-based City Sustainable Development Planning(2013- 2020)," it put forward the resource-based cities should be based on their own advantages and future developmentpotential, formulate a long-term sustainable developmentstrategic. Jiaozuo as a typical resource-recession city, the high-tech, green alternative industry support ability is insufficientin the process of economic transformation and development,the problems that left over by the original resources industry still exist,and theeconomic sustainable developmentis difficult. At the same time, a series of social conflicts, such as the increase in unemployed, the deterioration of the urban ecological environmental and so on, are seriously restrict the sustainable development of Jiaozuo. Therefore, research the sustainable development potential of Jiaozuo, explore a new harmonious path between human and the nature, the coordinated development of population, economy, society, resources and environment sustainable development is of great significance.This paper based on multi-objective collaborative urban theory, the circular economy theory and the theory of ecological city, by building thesustainable developmentevaluation index systemof Jiaozuo, including economic development, people’s livelihood, social welfare and environmental resources in the four sub-systems, using the principal component analysis and multiple regression analysis on the influence factor screening and testing for the sustainable developmentof Jiaozuo, By using GE matrix, the mean square deviation decision-making model,from two dimensions of time and space to evaluate the sustainable development level of Jiaozuo.the results shows:(1)Only per financialrevenue, the urban registered rate of unemployment and coverage of pension insurance through the screening and testing of the sustainable development potential of Jiaozuo,indicating that the overall sustainable development of Jiaozuo exists greater potential;(2)In the process oflocal inspection of each subsystem, analysis there has a big increase space in the industrial structure, employment security, construction of urban-rural coordination and social undertakings, the environment greening management of Jiaozuo;(3)During 2003 to 2012 year, the index of sustainable development of Jiaozuo continuous improvement, overall towards the state of a strong sustainable and high quality coordinated development, but the extent with each subsystem mutual promoting development is low;(4)The level of sustainable development of Jiaozuo compared with the other seven resources city is in a state of relatively backward, the tertiary industry, urban registered rate of unemployment, cultural construction, environment greening governance has big gap with the outside world, which has great development potential.According to the above analysis result, this study in the perspective of each subsystem, proposed thecorrespondingdevelopment way to enhance the sustainable development of Jiaozuo. The study not only can provide guidance for the sustainable development of Jiaozuo, can also be used for the sustainable development research of other city which with the same or similar backgroundand of Jiaozuo.
