The abundant labor forces, low-priced resources and plentiful investment are the dominating driving forces of rapid economic growth recently in China. Whereas, artificially set low prices of resources result in overusing and inefficient resource consumption, aggravated environmental pollution and ecological destruction. Worse than all, it impels the exhausted degree of resources, which has been the bottle-neck of economic development and get in the way of sustainable development of resource-based cities in China.It is the theory basis to study the sustainable development of resource-based cities by defining it accurately and clearly. Applying the evaluation method of ecological footprints, it was demonstrated that the resource-based cities witness serious ecological deficit. Furthermore, the"double"ecological deficit was proved by extending ecological footprint model.Based on the game theory, it was deduced that each player would not choose sustainable measures of exploiting and using resources spontaneously. Reversely, each player is inclined to collude to build up even larger alliance so as to achieve more benefits, which causes the benefits of weak group are invaded by the strong side. Moreover, for lack of powerful mouthpiece, the benefits of residents'offspring are ignored. Therefore, the central government, possessing the most powerful rights, should play an important role during the process of transition and sustainable development of resource-based cities.After utilizing core-periphery model to simulate the scope of each parameter which reflects the industrial agglomeration, it is proved by the empirical data that China is now in the developing process of industrial agglomeration. Nevertheless, in China, most of resource-based cities are in a period of middle or old age, whose resource industries has stepped in the stage of constant or even decreasing returns to scale due to the rising exploitation depth and the diminishing mineral deposit. Besides, this tendency is aggravated owing to the resource pricing system, fiscal and tax policy and unadvanced management system, which causes industries except resource industry can not be agglomerated in the resource-based cities, that is, they are on the periphery.The definition of resource proprietorship, especially that of resource...
