| Since China’s reform and opening up, the communist party of China land policy formulation and implementation and the problems are over land interests. From the beginning of reform and opening up in 1978, the original people’s commune system was broken, the household contract responsibility system of the rural land policy formally established, then to use it as a long-term policy to stabilize. The communist party of China has experienced a long and arduous process of groping. In the land contract responsibility system in the process of continuous reform, constantly promote the development of the rural economy in our country and drive the whole economic take-off in China. The rural land contract responsibility system in our country rural economy occupies the important status in the society. therefore, if we want to reveal the essence of the rural land development, we must do a comprehensive analysis for the historical process of evolution of land contract responsibility system.In this paper, according to the perspective of political economy,we examine the inherent law of land contract responsibility systems. At the same time, we should fully explore the impact of productivity, production relations and laws of the market and other factors on the contract responsibility system reform. In addition, with the game theory, we focus researches on the current land development, analyze the land ownership, land acquisition, land transfer and other issues. Likewise we found deficiencies of land contract responsibility system in constant change. The key is to elevate the status of vulnerable groups of farmers. Further,we always take the interests of the peasant as a starting point, especially emphasis on the impact of economic interests. If we can do this, we will promote the development of the land and constantly adjust the political environment in rural areas, so as to promote the steady development of rural policy to lay an important foundation. |
