Zhejiang and Guangdong where have number of rich entrepreneurs to provide adequate resources for the research of this paper. This paper analyzed the development of Zhejiang and Guangdong entrepreneur group and distribution status, and found that regional groups the widespread emergence of entrepreneur is accompanied by the pace of reform and opening up gradually, factors influencing the growth of entrepreneurs in different periods have different characteristics, in the new period through new ways to stimulate the growth of entrepreneurs.Through the comparative study found that the relationship between the historical and cultural factors, entrepreneurship, the social network, and institutional change that several factors, has an important influence on the formation of entrepreneurs group. Regional entrepreneur groups in transformation period widely emerging law: First, the history and culture of precipitation has a fundamental impact on the formation of a regional entrepreneurs; Second, the entrepreneur spirit contains creativity, dedication the spirit of cooperation, cultural capital, to jointly promote the formation of a regional entrepreneurs group; Third, entrepreneur network is a kind of important social capital, the entrepreneur group formation process, the entrepreneur’s social network provides the condition information, capital, market and other critical; Fourth, Institutional change restricts the formation of entrepreneurs to a certain extent; industry organizations become a maintenance of small and medium enterprises, an important way to reflect the appeal right of entrepreneur.
