Since the reform and opening-up, the social economy has got rapid development, the achievement of urnanization is remarkable. As the new-type urbanization goes on,the development of vatrious undertakings demands for more construction land badly. In addition to improving the using efficiency of the existing state-owned construction land, a part of rural collective construction land is required to be used for the city construction. Under the current urban-rural land system, the liberalization deploy of collective construction land is forbidden, and the farmers’ right of collective land assets can’t come true by the market system. Constructing the unified urban-rural construction land market is one of the most important contents of deepening the reform. The reform is carrying on around the country. How the reform goes on? What the experience is? What problems are there? How to deepen the reform? All these problems are needed to be studied and the solutions should be proposed.In this thesis, firstly, the writer expounded the basic theory of how to construct unified urban-rural construction land system, and studied some city and province’s methods, experience and main problems on the establishment of the unified urban-rural construction land system. Secondly, taking Chengdu as an example, according to the typical case, this thesis analysed the successful experience and main problems, and it proposed some advice. The successful experience are as follows: ascertaining the subject of the land property, solving the historical problems, perfecting the key element of the liberalization deploy of collective land resources, exploding the win-win way to protect the farmers’ land fights and satisfy the demand for urbanization, balancing the gap of land income, distributing the land rights fairly. The main problems of the typical case are as follows: the identical land with identical price and rights is not realized, the distribution system of circulation income is not perfect, the personal land rights of farmer is inclined to be dismembered, the circulation dominance that is belonged to the collective and farmers needs to be strengthen. According to the study, the writer advocated that: during the period of deepening the reform, it is important to protect the farmers’ land rights and abide by the market economic law. The key suggestions for the typical case are as follows: allowing the lease and sale of the settlement houses, perfecting the financial supporting measures, relaxing the restrictions on the qualification of land users and the use of collective land, perfecting the stock circulation system and the income distribution system, reforming the land property tax. Thirdly, this article analysed the main obstacles to establish unified urban-rural construction land system. The main obstacles are as follows: the imperfection of land legislation, the chaos of the land ownership, the unreasonable distribution system of land circulation income. At last, this article proposed some suggestions on the establishment of unified urban-rural construction land system. The suggestions are as follows: perfecting the law system, reforming the land property system, improving the distribution system of land circulation income, establishing the service system of unified urban-rural construction land market, making unified urban-rural general plans for the utilization of land, transforming the government function, reinforcing the construction of administrative ability.
