Research On Safety, Occupational Health & Environment Management System Of Overseasengineering Project

Since the ninth National People’s Congress 3rd meeting formally put forward the strategy of Going Out, the strategy has provided a broad international market and development space for more and more Chinese enterprises.Meanwhile, they are facing the challenge of competition rules of the international market. One of the challenges is how to implement international engineering projects in the internationalized project management way, especially in terms of SHE management, how to be accepted by international owner and recognized in the field of industryon aspects of the management idea, management methods and management system in line with the international practice, it’s a problem that Chinese companies need to solve.This paper introduces the overseas advanced SHE management theory, standards and methods, in learning from Heinrich causal chain theory of accident and other foreign advanced and mature theory and international well-known enterprises such as the DuPont, the Anglo-Dutch, on the basis of study of Chinese enterprises on the SHE management lags behind that of developed countries and the reason of gap, the paper thinks that Chinese companies bid in low price for a place in the fierce international market competition, but pursuit of profit, the reason of the difference of the concept of thinking makes Chinese companies can’t keep up with the pace of "going out" to the expansion of business in the implement of international project SHE management. This paper analyses the particular research in the implement of main problems of international engineering project SHE management, by choosing different types of SHE problems and analysis shows that Chinese enterprises of international engineering projects of all kinds of SHE problems caused by events, to illustrate the problems existing in the Chinese international engineering project and commonness, analysis of the nature of Chinese company SHE management backward in-depth. On this basis, this paper base on the international standard ISO14001 and OHSAS18001, construct suitable for Chinese enterprises including international engineering project operating manual and programs of a complete set of occupational health and safety and environmental MS, at the same time, in order to ensure the effective operation and continuous improvement of management system, this article to system planning in the process of scientific method PDCA cycle to ensure the effective running of MS, and introduces in detail through internal audit and management review and other methods to verify the effectiveness of the SHEMS for the international engineering project, to ensure that the SHEMS compliance, effectiveness and continuous improvement.SHEMS is positive and meaningful for Chinese enterprises on the international stage performance.
