From the instance in 2008, China's urban and rural income disparity is still higher, it is about to 3.31.If considered comparable factor, the gap will be around 4-6 times, and the Gini coefficient has exceeded 0.4.Therefore, the Third Plenary Session of the Sixteenth Central Committee puts forward scientific outlook on development, emphasize "connecting to people",make great efforts to realize China's social and economic development comprehensive, coordinated and sustainable. An important element of scientific outlook on development is "Five Balances",among which urban and rural coordination is an important assurance to carry out scientific outlook on development. It is an effective way to change urban and rural dualistic structure, promote the rural comprehensive economic and social development, increase farmers' income and solve the matters concerned to the agriculture, the country, the peasants.Economic prosperity in rural areas is an important prerequisite to achieve the urban-rural integrative.
