How to accurately analyze the company has the resources(capability) and external environment(ecological), identification and further strengthen the core competitiveness,Establish and implement the development strategies to meet the requirement of modern market competition has become an urgent research topic.This paper firstly summarized the domestic and foreign history of enterprise strategy management theory development,and realized that the enterprise strategic management theory is along with the historical evolution and the developed and enriched, and guiding the enterprises to carry out strategic management in different historical stages;Followed by the development history of the company of longitudinal analysis secondly, points out the deficiency of the company development strategy; Then analyzed the external macro environment,industry environment and internal resources and capabilities that the company are facing, and uses the SWOT tool to clear about the company’s own strengths, weaknesses and the opportunities and threats which is facing,clearing about the strategic positioning and strategic objectives of “according to the standard of modern enterprise make the company bigger and stronger,forming ‘a main double wing,linkage of industry’ development pattern" and breaks down the overall strategic target, formulate the implementation steps;Finally,put forward specific measures to ensure the smooth implementation of company development strategy in about seven aspects,such as perfecting the corporate governance structure,innovation-driven development, strengthening personnel training,improve the performance evaluation mechanism, strengthen the construction of internal control system, the implementation of strategic alliance, and promote the enterprise culture construction.Through the research on the development strategy of the nuclear industrial well& tunnel construction company,hoping that it will be useful to formulating and implementing development strategy of the medium-sized state-owned construction enterprises which is in current competitive environment.
