The Study On Performance Evaluation About Construction Of Digital City

Digital city is an inevitable outcome of city modernization and the material basis of city informatization. In this paper, through analysis of the theory of digital city construction evaluation, combining with practical work of digital construction assessment at home and abroad, I try to construct a multi-level performance evaluation index for digital city construction, then choose intuitionistic fuzzy comprehensive evaluation method for empirical research about digital city construction performance evaluation. Through these work, we can find some problem in digital city construction and resolve it. It also can provide a new reference ideas for the construction of digital city performance evaluation.Firstly, this paper expounds the theories of performance evaluation of digital city construction. Through the analysis of basic connotation of city informatization and digital city, I identified the construction of information infrastructure, the status of information industry development, the level of e-government development, the level of city economic growth and the level of people’s livelihood informatizationl as the 6 basic elements of digital city construction; then analyzes the practical significance of digital city performance evaluation from three angles, that include the development strategy of the whole City, the city government management and public life, it demonstrates the necessity of digital city performance evaluation.Secondly, this paper accompanied the construction of the digital city construction performance evaluation index system and evaluation model. I determine the index system of digital city construction performance evaluation based three aspects. According to the principle of indicators selected, integrity, targeted, operability and completeness, the construction idea of tree based index system, and many rounds of screening process about indicators index system. The index system not only pay attention to the theory originality, but also emphasis the operability in practice。Considering the multi-level, multi index and fuzzy characteristics in digital city construction performance evaluation, I applied IFDHA comprehensive evaluation model in performance evaluation of digital city construction. That provides quantitative ideas for digital city construction evaluation.At last, this paper carried out an empirical study on performance evaluation of digital city construction. Under background of the "digital Hunan" construction, I chose "3+5" city group of Hunan as the empirical research object. Through the questionnaire survey and literature review method, I obtained the original data of index. The original data can be the basis of intuitionistic fuzzy evaluation. Finally, according to the fuzzy comprehensive evaluation model based on IFDHA operator intuition, the score of digital city performance can be calculated. The calculation results considered data importance and the position weight.
