The Status Quo Of Foreign Aid Training Mode On High—speed Railway And Design For The Countermeasure

With the increasing of China’s comprehensive national strength, the scope of China’s foreign aid projects in the world expands unceasingly, with the aid of "training also in full swing. Railway in our country and "area" strategy of "going out", under the support of our country railway enterprise also started in foreign countries. The foreign aid training demands for railway industry rising in the recent years. Undertaking unit as the only designated the ministry of commerce of railway industry, University A, gives full play to the advantages of subjects, concentrates superior forces to aid training smoothly. University A has organized many times the railway sector foreign aid training, gets the ministry of commerce, railway corporation and students’consistent high praise, but in the management of the training program, and there are still some problems in the operation and the insufficiency, urgently need to further strengthen the study of foreign aid training project management.At present, China’s railway industry internationalization of training is not enough mature, the existing railway industry is more than training for the railway worker and unit of railway engineering construction personnel training. Railway industry of foreign staff training system, and industry standards are not perfect. Cases in the absence of support and the guidance of external conditions, how to keep up with the pace of China’s high iron "going out", the construction of University A as the industry leader of foreign aid training project, optimizing the training system, improve the ability of organization and management is the main problem discussed in this article. This article through to the enterprise system type training theory as well as to the training needs analysis and evaluation of system, combining with "Seminar on High-speed Railway Construction for Thailand " as a case, using theoretical study, literature study, expert interview and case analysis method were studied. To ask questions, analyze and solve problems as the main line, foreign aid to foreign aid training in our country, especially in railway industry training countermeasures and policy suggestions are put forward.Through theoretical research and analysis about the present situation of foreign aid training University A, summed up high-speed aid training project management problems and contradictions:the lack of complete and unified standard of training, training content setting and training demand contradiction, lack of unified management mechanism to ensure the follow-up visit tracking activities effectively. According to the above problems, through the analysis of "the high-speed rail workshop" case, summarizing the training experience, put forward to countermeasures and Suggestions of high-speed railway foreign aid training programs:(1) the industry formulate unified foreign aid training teaching plan;(2) strengthen the internal communication of foreign aid training project management personnel;(3) the early stage of the clear communication and review system, etc.Through the writing of this article, will enrich and develop foreign aid training management related theory. And through the proposed training program management and implementation of the model, to strengthen the education of the high speed railway aid project management provides a certain reference and guidance.
