From the 1990th, especially in the 21st century, it comes into the era of Knowledge Economy. The science and technology is roaring, the life circle of products and service is shorter and shorter. The international competition is more fiercely and customs have different demands. In this environment, Henan telecom is facing more intensely competition.It is well known that, the competition between enterprises depends on the comprehensive and synthesis human resources on the ground. And training is an important way to improve the quality of human resource and it also give a method to raise the operation and management. It can fill the vacancy between the goal of enterprises and the staff quality. At the same time, the rapid change of the environment makes the present training can't adapt the constant changing demand of Henan Telecom's training management. The flaw and insufficient of present training is obvious day by day. So, a scientific and reasonable training model is urgently constructed. It gives practical significance to the scientific management level and the strengthening of the competitive ability.The paper conducted in-depth study of the current situation of the training investment, training needs, training form, and training expense management of Henan Telecom and identified weakness and issues in the company. The paper summarized training models of domestic and foreign companies. According to the problems of Henan Telecom's employee training, presented a systematic employee training model that is adapted to Henan Telecom in order to enhance the training effect. Under the guarantee of the training organization, and training budget, the ST learning training model is established to adapt different demands of different employee in different levels. By doing this, we manage and control every training step effectively to obtain the best return of the training investment.
