Researches On The Evaluation Indicator System Of Circular Economy In Shanxi Province Based On Eco-efficiency

As human has a gradual deep understanding of the concept ofsustainable development, circular economy development is getting more andmore attention and has become the development trend of the world economy.The party’s18report emphasizes the resources, energy conservation tone,circular economy era is coming. Ecological civilization concept must be set up to respect thenature, comply with the nature and protect the nature "," The basic state policyof resource conservation and environmental protection must be adhered to ",which means that the establishment of environmental protection has the basicposition in the economic and social development.At present, circular economy has become one of the world’s commonpursuit of the economic and social development goals.Shanxi Province is thetypical resource-based regions in our country, as the national important energyand raw materials supply base, has made a great contribution to promote socialand economic development, ensure national energy security. However，for along time，The extensive mode of production which is is accompanied by massproduction, consumption, poses a serious problem of the waste of resourcesand environmental damage. To change the serious situation of the waste ofresources and environmental pollution, circular economy is the first breakthrough to transform the mode of development in Shanxi Province, is abasic means to complete the task of energy saving and emissions reduction. Byrecycling of resources, effectively extend the industrial chain, and foster neweconomic growth point, and promote resource advantages into economicadvantages.Shanxi Province has always given priority to heavy industry. The patternof economic development and growth points are relatively single.Environmental and pollution problem is serious. Thus this article based on thetheory of ecological efficiency, establishes evaluation index system, studies thedevelopment level of circular economy in Shanxi Province, and givescorresponding suggestions. To promote the recycling economy as the basicmethod of transformation of resource-based regional development, is of greatsignificance to realize the transformation of Shanxi Province.In this paper, the research contents are divided into the following severalparts:The first part is an introduction. Firstly, explain the purpose, meaning andbackground to select the topic. Secondly, by reading a large number of literature,the theories about circular economy and circular economy evaluation indexsystem of achievements and methods of studying the status quo at home andabroad are summarized, and the research status are reviewed.The second part is the overview of related theory.This part mainlyintroduces the industrial ecology, theoretical basis of circular economy.Then introduces the theory of sustainable development, circular economytheory and the theory of ecological efficiency. To some extent, describe therelationship between the various theories and circular economy.The third part describes the relationship between eco-efficiency andcircular economy. It mainly introduces the consistency of eco-efficiency andcircular economy on the fundamental purpose；the consistency of eco-efficiency and of circular economy on the main target；the consistency of eco-efficiencyand circular economy on the connotation； the differences between theeco-efficiency and circular economy. Eco-efficiency can be used as the corestandard of the measurement and evaluation of circular economy developmentlevel.The fourth part mainly analyzes the present situation of and problemsexisting in the economic development in Shanxi Province. The research andanalysis are carried out from three large aspects.The fifth part is the construction of evaluation index system of circulareconomy. By investigating circular economy running model, find out the designof index system of logical thinking. At the same time, combining with theemphasis of eco-efficiency and scientificity and operability, systematicness andhierarchy, representativeness and comprehensiveness, comparability andreliabilitydynamic and stability, static and dynamic principle of efficiency andprofitability of index system design, construct the evaluation index system ofcircular economy which is in accordance with circular economy specificconnotation and essence. It includes economic development indicators; the levelof resource utilization indicators; environmental indicators.The sixth part is the conclusions and suggestions. It can provide somereference for better and more reasonable evaluation of circular economy and thedevelopment of circular economy in Shanxi Province.The seventh part is the summary and outlook. This part summarizes theresearch content and results of this article and put forward the deficiency in theresearch and the prospect for the future.The main work and innovation of this paper is: Firstly, by collecting andorganizing data, understand the development of economy and environment ofShanxi Province. Secondly, build the evaluation index system of circulareconomy based on eco-efficiency. Thirdly，in the application of evaluation index system of circular economy in Shanxi Province, using the entropy weightmethod, evaluate the key indicators of circular economy，many quantitativeresults are obtained. Finally, according to the evaluation results, puts forwardsome suggestions on the development of circular economy for Shanxi Provincein the future.
