Government To Promote The Economic Behavior Of Urban Cycle Analysis

With the idea of sustainable development deepening into people's hearts and the conceptof circular economy into the city's production and living, the extensive model of "three highs",which is high consumption, high energy consumption and high pollution still used in Chinacities, has led into the growing pressure on the city's ecological environment and the furtherhighlighted contradictions between economic development and urban environmentalprotection. As a result of the externalities from resources and the environment, someenterprises in the pursuit of profit maximization, have had a negative effect on the externalenvironment. Corporate behavior due to environmental externalities arising from the negativeeffects will lead to market failure. In this case, it needs government intervention to interiorizeeconomic behavior within the environment of the external negative effects. This paper studiesthe government's behavior on the city launched the economic cycle. It is divided into six partsas follows.PartⅠis a brief account of the background, content and significance of the study,research at home and abroad and research methods. PartⅡgives an analysis of the causes ofthe government's behavior on the city launched the economic cycle, briefly introduces thetheoretical basis of circular economy, expounds the meaning and relevance of the theory onthe government's behavior and emphases on the root causes of the government's behavior inthe cycle of economic development and economic analysis.PartⅢinvolves in the theoreticalbasis of the city circular economy. It firstly analyzes relevance between the city circulareconomy and general circulation, and then introduces the circular economy of urbandevelopment patterns, principles, and constituted system, and puts up with the necessity of thegovernment's promotion to city circular economy.PartⅣ, the important one of this paper,gives an analysis of the government behavior in the operation of city circular economy, from the three aspects of regulation behavior, lead behavior and participation behavior. PartⅤanalyzes the government's behavior of Zhengzhou City in the operation of city circular economy, which is combined with the overall economic situation, energy and environment of Zhengzhou, to analyze the Zhengzhou city government in the economic cycle as a running. And it puts up with strategies and recommendations about the Zhengzhou city government intervention in the cycle of economic development.PartⅥis a brief conclusion drawn on the paper and summarizes the conclusion of the study. Inrecognition of the urgency of circular economy on the urban development and the government intervention's role in the development of circular economy, so, in order to change resources and environmental issues of the cities in our country,we must learn from the experience of Japan and Germany and give full play to the functions of government. This is a key issue to be resolved.
