A Preliminary Research On Low-carbon Government Construction In China

Low-carbon economy is a new economic model and life style for the post-industrialsociety. Complying with this, the model of government administration should be transformedfrom a high-carbon one to a low-carbon one. To build low-carbon government is not onlyinherent requirement for the development of low-carbon economy and society but alsoobjective demand for the reform and innovation of government. But low-carbon governmentis a new concept and paradigm and the research of low-carbon government theory is just in itsfirst stages in China. Even the basic connotation of low-carbon government hasn’t beenaccepted. Therefore, it is of theoretical and practical significance obviously to research on thebasic theory of low-carbon government and probe into how to build a low-carbon government,especially to seek for a road of low-carbon government establishment which suits for ourcountry’s condition and seek for the feasible system pattern and policy suggestion of thelow-carbon government construction. It is not only helpful for enriching and perfecting thetheory of ecological administration, but also helpful for promoting the construction oflow-carbon economy and society in China.The study on Low-carbon government construction is a multi-disciplinary, multi-domainintegrated issue. In this paper the issue was preliminarily, specially, systematically studied,supported by case analysis mainly from the perspective of administration management. Thearticle begins with a general overview of the current research on low-carbon governmentconstruction at home and abroad and introduces its own framework. Based on the definition ofthe terminology of low-carbon government, the basic features of low-carbon government aredescribed. The following chapter comprehensively analyses the theoretical, realistic basis oflow-carbon government construction. Furthermore, it summaries the main achievements andanalyses the existing problems and causes of low-carbon government construction. At last thepaper proposes strategic choice and possible solutions to the construction of low-carbon government aiming at the problems. This paper takes the low-carbon government as researchsubject and put forward some new ideas of academic significance. The analysis frameworkconstructed in the paper can serve as reference for the research on the other governmentmodels and the theory of ecological administration. Also, the strategic choice and possiblesolutions to the construction of low-carbon government have some practical significance.
