The Research Of The Constraints Of Rural Economic Developmental And Countermeasures Base On The Case Of Fenghuang

This paper, based on the comprehensive study on the rural economy in Fenghuang country, according to the actual situation, introduces the "three rural work" which was carried out by Fenghuang government and the development of township enterprises in Fenghuang County. And then proposes the problems which restrict the development of the Fenghuang rural economy. Furthermore, puts forward the countermeasures and suggestions of Fenghuang rural economic development.There are three main factors restricting the development of the rural economy in Fenghuang. The first is the land limited factor, which mainly included the policies and institutional restrictions of land circulation, the difficulties of surplus labor transferring, and the obstacles of land circulation. Meanwhile, the famers themselves had short funds, land transferring was largely restricted. At the same time, the scale land management was limited by the lack planning of rural housing construction; the large land transferring limitations were made by the lack of land transferring service, and the behind ideas were caused by the insufficient government propaganda. The second is the restriction of the rural labor force, which included the poor income of famers, the low cultural level, the limited employment opportunities, and the difficult of surplus labor transferring; The third is the weakness of agricultural basic conditions. The less investment in agricultural science and technology and the lack of scientific support leading enterprises resulted in little efforts to promote agricultural science and technology. Lack of financial sector support for agricultural industrialization led the less number of characteristic agriculture industry which do not have a high level of scale, and then township enterprise developed with difficulties.This paper proposed the countermeasures to develop the rural economy through integrating rural economic problems of Fenghuang. The first and foremost, we can improve the land transferring mechanisms to promote large-scale land operations, because operational transfer mechanism can improve the rural land management, regulated land transferring program can promote rural land market. The government management and service functions in the rural land market also should be strengthened to ensure the rational development of limited land resources and maintenance of rural land market environment. The second is to improve the quality of the farmers and then cultivate new type of modern farmers. The migrant farmers home business should be encouraged and supported; the rural labor force training system and the quality of farmers cultivate modern consciousness also should be improved to ensure the transferring of surplus farmer labor. The last but not least is to increase financial support for rural areas and build a new socialist countryside. Increasing financial investment in rural areas and guiding the farmers to encourage social capital to participate in agricultural development. Encouraging social capital to participate in agricultural development and enhancing capital investment in agricultural science and technology to develop the ecological and industrial agriculture.
