Our country is a large agricultural nation. Because agriculture occupies a foundational position in national economy, and agricultural population is so large. There are more than 70 million of the rural population. The development of rural economy directly-affects the development of our national economy. And it affects the stability of our country. Although the urbanization rate has improved continuously and the peasants'income has increased constantly along with the development of national economy, the development of rural economy is still behind the average level of national economic development. The dual-economic structure is continuing, and the gap between the city and the country is expanding. The state and the government always pay close attention to rural economic development. Recently, the government has increased investment in rural areas and has implemented the policy of supporting the rural areas' development. The government and society should pay more attention to those:how to develop the rural economy, how to increase the peasants'income, how to enhance the productivity of argriculture, and how to narrow the gap between the city and the country.The development of rural economy needs the support from the government. The government should supply capital and technology to build infrastructure and to constract rural security system. But the most important is power and potential of development of the rural economy. If there are not new power of the rural economy, the traditional production mode will not promote the development of rural economy, although the government supports the development. The development of rural economy is not potential and can't follow the level of the national economy without the new power. So if we can change the taditional poduction mode and increase the yield rate of land, we can change the dual-economic structure and narrow the gap between the city and the country. Agricultual economy is the main part of rural economy. If we can change the traditional agriculture to modern agriculture, the rural economy will be potential.To change the traditional agriculture, we need to change the traditional mode of economy and to operate the land assembled. Because of the collective ownership of the rural land, we only convert the rights of management of country land to operat the land. Converting the rights of management of country land is necessary for scale operation of the land. If we can convert the rights of management of country land, we can assemble the scattered land, operate modern agriculture with advanced technology, and change the traditional agriculture to the modern agriculture.The county of Huaining in Anhui province actively explore and change the mode of agricultural development, especially in agricultural scale economy. The number of the cooperative community in Huaining county has been increasing since 2007. There are two reasons to explain that:Firstly, it's the result of the encouragement of government. Secondly, peasants benefit from the cooperative community. So I select Huaining county to analyse the relationship between converting the rights of management of country land and the development of rural economy.This paper will research rural economy from the angle of converting the rights of management of country land.
