Research On The Social Management Of Heilongjiang State-owned Forest Region

Forestry is an important public welfare undertakings and basic industry of a country, which is playing an increasingly prominent role in the process of economic and social development. Heilongjiang state-owned forest region is the largest state-owned forest region and forest industrial base in our country. Its total business area is more than 100000 square kilometers, which accounts for 1/4 of the land area of Heilongjiang Province. Among that there are 8635000 hectares of woodland, accounts for 29.3% of State-owned forest region. It has important significance for national ecological construction and economic and social development of Heilongjiang Province. The key for realizing comprehensive coordination and sustainable development in forest community is that whether the social management function of state-owned forest region can play an uesful role.This paper studies on the social management function of state-owned forest region, which provides some new ideas for the reform, development and construction of state-owned forest region. This paper based on the theories of separation of powers and checks and balances, The third road and service-oriented government. Firstly, this paper list the approach and enlightenment in foreign countries for the social management function of state-owned forest region, then state the problems and reasons of Heilongjiang state-owned forest region. Secondly, this paper analyze the reasons which affect the social management function of Heilongjiang state-owned forest region. Thirdly, this paper propose the principles and countermeasures for improving the social management function of Heilongjiang state-owned forest region.
