Since the new century began,"Agriculture" has been the theme of the "No.1Document" of CPC Central Committee (the Central Committee of the Communist Party of China) and the State Council for ten years, which has fully demonstrated the importance of issues concerning agriculture, countryside and farmers.At present, the supply and marketing cooperative(CO-OP) is at a critical period speeding up the reform and development, which faces the task of reform and development. According to the actual situation of Rui’an CO-OP, researches in the function orientation of Rui’an CO-OP, can help supply and marketing cooperative to find a suitable position under the new situation, improve the service level of’agriculture, countryside and farmers’, build a new localizations, and also provides a new path to solve issues concerning agriculture, countryside and farmers for China.This article firstly did an analysis on the concepts regarding the supply and marketing cooperative, presented its development, institutional framework and organization system in different periods, summed up the historical experience of its development. The article described Rui’an CO-OP’history in more details, and summarized the research and practice of supply and marketing cooperatives returning to serve for’agriculture, countryside and farmers’. This article based on a full research of Rui’an CO-OP’s functions status, combined public management theory and economics theory, using research methods of literature research, Interview research, Survey research and so on, did an analysis research on constraints of Rui’an CO-OP’s development, from the three aspects of the corresponding level organizational orientation issue, social assets issue and the grass-roots supply and marketing cooperative issue. This article did a preliminary study on Rui’an CO-OP’s function orientation and strategy under the new situation, from the following four angles:a) increase and adjustment of functions, b)’breakthrough’of the corresponding level supply and marketing cooperative’s functions, c)orientation of grass-roots supply and marketing cooperative, d) operation and management of social assets.
