Been known as an innovative rural organization, the farmer’s professional cooperatives take full advantage of its organizational superiority. Based on developing local resource, the FPC have solved the problem of developmental contradiction between conventional agricultural small-scale production and increasingly fierce bigger market, making dispersive working farmers rapidly accommodate the developmental demand of the domestic market, so far as to adapting the international market. However, in our country, the FPC are at primary stage, and existing a serious of problems,such as a lack of canonical operation and sustaining development. For most of the FPC, optimizing the operational mechanism can create benign conditions for PFC and enhance its competitive ability.This text researches the states of development of FPC, summarizing the problem of PFC. Using most FPC operational mechanisms as the assessing foundation for performance evaluation index system. We build a performance structure, which consist of behavior and consequence. Following the performance view of FPC, which include 18 three-level index. Next, we use PCA to evaluate performance of 22FPCs in Inner Mongolia Ulanqb to an empirical research. In summary, based on the empirical research, the operating mechanisms and consequences, we put forward to that the strategy that can massively improve the FPC, boosting the FPC operational performance.
