As the development of knowledge economy,the competition between enterprises become more intense,and the human resources are gradually replacing capital and natural resources becoming the most important resource of enterprise’s development.Improve enterprise’s core competence and competitive advantage through human resource management. With the arrival of the new economic situation,enterprises need the new human resource management system to create value.Performance management is an important function module of human resource management,and its role is giving services for the development of enterprise,through a variety of key performance indicators to help organization’s target decomposition and individual performance feedback.So people’s goal is clear and definite,and the manager understands a person’s completion of work.Eventually people gets their own goals,and organization achieves the strategic target.Enterprises and society give more and more attention to performance management.In recent years,the study of performance management has become more and more mature,but the study of performance management from the perspective of competency is still insufficient. This paper is mainly based on the competency model as the angle of view,analyses the defects existing in the current enterprise’s performance management, and combines with the present situation of human resource management in the enterprise to study how to establish the performance management system based on competency model and apply in practice.After defines the concept of performance management and competency model,the paper mainly analyses the performance management and competency model theory,and describes some common methods of performance management.Though the analysis of the current performance management,the paper concludes the defects and the development trend in the future of performance management.At the same time, the competency model under the performance management theory are introduced, compared with the traditional performance management.The final conclusion is that under the competency model performance management plays a good role, improves the utilization rate of human resources. Finally analyses and summaries the competency model’s construction principle and the structure design and safeguard methods. Through the Z company(Z company is a real estate industry economic entity.) analyses the present situation and the insufficiency of the existing performance management, and takes Z company as an example to construct the performance management mode from the perspective of competency, which provides the reference for the application of the performance management in the company.Performance management form the perspective of competency model breaks through the bottle neck of the development of the traditional model, and solves some problems in the traditional mode of application, and meets the current economic development.As the content of performance management has been improved, the performance management play a good role in human resource management to promote the the sustainable development of enterprises.
