With the development of our economy,the financial industry has made importmant contribution for social 、 economic and our living standardfrom. More and more financial supervision policy has been done with the SFC CIRC, CBRC seting up.With tne decreasing policy advantages,the financial industry only depend on internal management in order to develop rapidly. Under the new situation,how to set up a performance evaluation system and implement an effective performance management so that the behavior can meet the strategy goal of the company to be avoid from washing out from the competition of markets will be a hard task for the company.”The Balanced Scorecard(BSC) uses the strategy oriented performance index to achieve organizational strategic performane management.In the drafting architecture,this paper defined the theoretical system of BSC.Then adjective the problems of its performance management.And next from the basic theory of the BSC,combined with industry characteristics X Financial Group,puts the latest findings into practice,and establishs its indicator system of group level.On the basis of subjective and objective,give the right to the index.Maintain the BSC by "performance planning, performance coaching, performance evaluation and the use of performance results " to adapt the company’s development..This paper emphasizes the importance of applications of BSC theory in steel pipe manufacturing company performance management,deepening the research on the applicatin of performance management for enteprise strategy implemention the importance of understanding.The balanced scorecard evaluation index system of design of target set gradient incentive innovation,strengthen staategic performance management incentive oriented.For the state-owned enterprise in the actual situation,this paper proposes the department performance and employee performance by different management process,highlighting the department performance management in strategic performance management.
