In modern times, science and technology has become the first power to promote the development of production, and talent,as the bearer of science and technology, have a crucial role in promoting economic development of enterprises and the whole region. How rational planning of human resources, talent supply security is an important issue to manage and the government. SME,the emerging force to promote regional economic development, but in view of the special structure of its own characteristics and composition of staff, turnover issues become more prominent problems plagued enterprise development, brain drain, especially the loss of key personnel give companies its fatal blow, greatly affecting the sustainable development of enterprises. How to control the loss of talent has become the factors in the core that managers should pay attention to.This thesis is divided into six portions to expound the concept of how to control the brain drain of SME managemennt in the Inner Mongolia region. In the first part is an introduction, to explain thesis research for that purpose, a comprehensive study describes the ideas and methods. The second part is related to the background after the elaborate, clarify important concepts for great significance, including how to define SMEs, talent, knowledge workers, as well as within the scope of the mature domestic and foreign academic brain drain theoretical introduction, the third part is suitable for high-tech enterprises in Inner Mongolia reason wastage questionnaire construction, including the building of ways, technical routes. The fourth part of fuzzy evaluation method using statistical methods, AHP recovered for analysis of the data, for the reasonable opinions and suggestions put forward to provide targeted focus. The fifth section is based on the fourth part, a reasonable control recommendations.Research on Inner-tech SMEs for the flow of talent, and for improving the flow of talent theory irreplaceable theoretical and practical significant.In this paper, studying the reasonable flow of my area of SME personnel from the perspective human resource management.This paper discusses the phenomenon of brain drain studies in the literature reference brain drain abroad, for the special case of our region, the brain drain of SME as research subjects, were analyzed for their properties. I proposed impact area of SME brain drain from personal reasons, three deep-seated social and business perspective. Sorting out industry has contribution to China’s economic development rate. We concluded that real estate between different regions of the contribution rate of the economy is different, but basically promoted the economic; Finally, put forward relevant policy recommendations from multiple the impact of the brain drain theoretical model for SMEs, and according to Likert scale questionnaire design, distribution, recycling and sorting and statistical surveys; using SPSS 17. 0 processed data, analysis results reliability and validity of the test results; the use of AHP and fuzzy comprehensive evaluation method to calculate the size of the impact of various factors on the impact of the brain drain, get the weight coefficients of various factors, and to identify the main factors and secondary factors affect the brain drain, and my area of science and technology brain drain situation of SMEs in the overall evaluation of the circumstances specified in the direction of the brain drain to grasp for my area of SME, and on this basis, puts forward the rationalization measures and suggestions for talent management and control.
