For IT small and medium enterprises(IT SMEs), as a knowledge-intensiveenterprises, the brain drain rate is as high as30%or more, which has caused theenormous waste of human resources cost, low economic benefits and slow technologyinnovation and heritage of the IT SMEs, especially in the core technical personnel loss.At the same time, in general, IT SMEs don’t know what to do facing the brain drainproblem, because they are private enterprises and generally lack of a complete set ofpersonnel management system. From the above two aspects, we can see the brain drainis an urgent problem needed to solve.This paper analyzes the characteristics and causes of IT SMEs, establishes the ITSMEs brain drain evaluation model to forecast trend of brain drain based on the factorquantification theory, and finally has carried on the empirical analysis andcountermeasures. This paper consists of six parts: the first part is an introduction part,mainly on the research background, significance of the research, research methods andoverseas and domestic research status; second part is the definition of related conceptsand theoretical basis, including IT SMEs, talent and brain drain, as well as the relevanttheoretical analysis of brain drain and the factor quantification. the third part is the ITSMEs characteristics and causes of brain drain, summarized analysis from thecommunity, businesses, employees respectively. The fourth part is the establishmentthe IT SMEs brain drain evaluation model based on the factor quantification theory,and IT SMEs brain drain hierarchical evaluation from the talent level and the businessunit. The fifth part is IT SMEs brain drain empirical analysis and countermeasureresearch, through the Microcyber Inc. The sixth part of the thesis is summarized andprospected.It is found that the traditional methods of brain drain are mostly based on thestudy of the rate of brain drain. In this paper, we first summary the causes of braindrain and set different weights according to the importance of each factor. And finally, the IT SMEs brain drain evaluation model to forecast trend of brain drain is establishedbased on the factor quantification theory. This model can be applied to predict the trendof brain drain in any stage of the research and can built early warning mechanism forthe enterprise so that managers have the opportunity to take specific decisions to avoidundesired occurrence of brain drain, which is the biggest of this article innovationplace. In addition, this model is simple to use and operation, so it is very helpful for ITSMEs human resources manager, which has universal significance.
