Study On The Construction Of Ecological Civilization In Xiangxi Area

With the rapid advance of China’s modernization process, the overall situation of tight resource constraints, serious environmental pollution and the degeneration of the ecological system is increasingly swelling. From the view of the national development strategy, the Eighteenth National Congress of the CPC has asked to promote the construction of ecological civilization vigorously in her report, and for the first time, the status of ecological civilization construction will be promoted to parallel with the economic construction, political construction, cultural construction and social construction. Besides, it will be incorporated into the "five in one" the cause of socialism with Chinese characteristics. That marked the birth of an important development strategy of China. Take building a beautiful new China as the core, to establish and perfect the system of ecological civilization, accelerate the system and mechanism construction of land and space’s development, resource conservation, protection of the ecological environment, promote the formation of a modern new pattern of the harmonious development between man and nature. Xiangxi area is the country’s major poverty alleviation development zone and ecological function region. It is important to explore the suitable ecological civilization construction path of Xiangxi area for promoting the global state process of the ecological civilization construction. The main contents of this paper are as follows:(1) with analytic method of SWOT, this paper has preliminary analyzed the current situation of ecological civilization construction of Xiangxi area from four dimensions include advantage, disadvantage, opportunities and challenges;(2) combined with the characteristics of ecological environment, natural resources, social economic development in Xiangxi area, this thesis referenced domestic and foreign evaluation index system of ecological civilization construction, starting from five aspects, including the coordinated development of economy, the economical use of resources, ecological environmental protection, social harmony and stability and the ecological culture, this paper constructs an evaluation index system of ecological civilization construction in Xiangxi area;(3) apply the combination assigning method to improve assigning weight method of fuzzy comprehensive evaluation, and using this method to evaluate the overall level of ecological civilization construction and the situation of various subsystems in Xiangxi area in 2013;(4) combined with the descriptive analysis and correlation analysis, identify the weak links and key factors of the ecological civilization construction in the area;(5) according to the evaluation results, put forward the paths choice and policy suggestions of the ecological civilization construction in Xiangxi area.The main conclusions of this paper are as follows:(1) in 2013, the overall level of ecological civilization construction in Xiangxi area in the lower stage, ecological civilization indexes of Zhangjiajie city and Huaihua city are relatively high, ecological civilization indexes of Shaoyang city and Xiangxi Autonomous Prefecture are relatively low;(2) from the point of view of each sub system, evaluation score gap of ecological environment protection between cities of Xiangxi area is small, the evaluation score the coordinated development of economy, the economical use of resources and the social harmony and stability of Xiangxi Autonomous Prefecture in the low level culture development’s level of Shaoyang city ecological is relatively low; (3) in the system level, ecological civilization index of Xiangxi area was significantly related to social harmony and stability and economical use of resources, coordinated development of economy was significantly related to economical use of resources; in the index layer, ecological civilization index of Xiangxi was significantly related to the per capita GDP and the rate of city.
