Study On The Construction Path Of Ecological Civilization In Chongqing Three Gorges Reservoir Area

Since the Eighteenth National Congress of the CPC, leaders of the CPC Central Committee attach great importance to the construction of ecological civilization, and strengthening the construction of ecological civilization has become an important part of the fifteenth five-year plan of our country. Three Gorges Reservoir areas which cover most areas of Chongqing, is not only the important ecological barrier of the Yangtze River Basin and the whole China, but also is the main battlefield of ecological immigration and poverty alleviation and development in China. So, during the thirteen five period, it is necessary for Three Gorges Reservoir areas to take up the task of protecting the ecology and achieve the goal of building well-off Reservoir areas, its construction of ecological civilization mission is very difficult. Choosing a win-win path to build beautiful and rich Reservoir areas while researching the construction of ecological civilization of Three Gorges Reservoir areas, has an important practical significance for the ecological security and economic development of the Three Gorges Reservoir areas, Chongqing and even the whole country.The scholars who agree the thought of ecological civilization at all times and in all countries, basically identify “the harmony between man and nature”, namely the harmony between people, between man and nature, between man and society, is the essence of ecological civilization. Ecological civilization is the fourth new civilization stage after the emergence of original civilization, agricultural civilization, and industrial civilization. China is the first country to propose the construction of ecological civilization, is a highly development to the theory of the sustainable development of the world combining our own national conditions, is its latest achievement. Ecological Economics is the most basic and important theoretical disciplines of the construction of ecological civilization. Chongqing reservoir area of Three Gorges Project where this paper selects to study have the features of administrative areas and the characteristics of reservoir areas, and their construction of ecological civilization is more representative and typical. The present situation of Chongqing reservoir area of Three Gorges Project, which is analyzed on SWOT, suggests: they have rich ecological resources as their representative advantage, and a valuable opportunity in the three levels of state, Chongqing and reservoir area for the construction of ecological civilization, meanwhile, the biggest disadvantage is its obvious ecological vulnerability, weak ecological consciousness, unsound system and law is the threat to its construction of ecological civilization. Regard the EKC as a quantitative model, the relationship between the ecological civilization construction and economic construction in the Three Gorges Reservoir area of Chongqing indicates that the reservoir area is still in an economic development period, which is not favorable for its ecological civilization construction. To make best use of the advantages, bypass the difficulties, overcome the weaknesses, and more early build the first demonstration zone of ecological civilization in our country, the construction of ecological civilization path for Chongqing reservoir area of Three Gorges Project is: cultivate an ecological culture, innovate the system and mechanism of the construction of ecological civilization, to improve the soft power of its construction of ecological civilization; overall plan the benign coupling between the ecological industrialization and industrial ecology, construct the pattern of green consumption in reservoir areas, to promote its change of the production and life style, to take the construction of ecological civilization into action and have some achievements.
