The Research On Problem Of Shuangmiao Town’s Rural Social Security

With the adjustment of the industrial structure, the improvement of urban-rural integration, and the continuous development of the rural economy, the establishment and development of China’s social security system in rural areas is facing severe challenges. Scholars in and out of China generally hold the idea that to build and develop the rural social security system, we must cover a wider range, let the majority benefit, insist on the leadership of our government, plan the funds as a whole, make the plans wholly and manage centrally, aiming at the achievement of basic safeguard.The author selects the midewestern areas of China in this thesis and studies the aspects of the rural social security of Shuangmiao Town, with the hope that new ideas will be provided for the implementation of the rural social security policies of the Shuangmiao Government, references will be made for relevant departments to make certain decision, so that the social harmony and economic development of Shuangmiao Town will be pushed ahead further. The study shall take place from the following aspects:Firstly, to describe and analyze the current situation of the social security system of Shuangmiao Town from the respects of the current social economic situation, rural social pension, medical insurance, social welfare, and social assistance of Shuangmiao Town; Secondly, to reveal the problems faced during the establishment of social security; Thirdly, to analyze the factors that constrains the development of rural social security; And finally to give concrete solutions and suggestions of establishing the rural social security system for Shuangmiao Town. At the end of this paper, the author shall summarize and look ahead over this research. Facing the challenges during the development of the rural social security system of Shuangmiao Town, the author shall give suggestions from a practical perspective in order to improve the managing and monitoring system of rural social security, to perfect the mechanism of the budgeting, raising, investing and saving of the social security fund, to change the traditional land and family security model, to improve the servicing level of the grass-root management staff, to focus on the establishment of the social security of particular social groups and finally to solve the problems within the rural social security, to improve the level of rural social security and eventually to contribute to the healthy development of the social security of Shuangmiao Town.
