In recent years, with the rapid development of the services economy, the impact of carbon emissions on the environment of the service sector has become increasingly apparent. Information, 2001-2010, China’s service sector carbon emissions increased by 167 percent, with an average growth rate of 11.6%, the growth rate is the fastest of the three industries. In 2011, the "People’s Republic of China for National Economic and Social Development Twelfth Five-Year(2011-2015) Plan," the Fourth Session of the Eleventh National People’s Congress examined and adopted, the carbon intensity decreased 17 % as a binding target, and the first time to establish a sound system of statistical accounting of greenhouse gases. In our industry, the development of energy conservation in agriculture on the basis of relatively mature, its marginal effect will also become increasingly prominent in the development of low-carbon technology is still in the initial stage of the service industry as a breakthrough for the realization of China’s emission reduction targets with greater The potential and space. Since China is located in Gansu Province, northwest inland, low industrial level of development, low concentration and correlation, service resource dependence, extensive use patterns. Gansu Province service industry carbon emissions, not only of great significance for achieving carbon reduction targets, and to provide theoretical and practical basis for the development of Gansu Province, the development of low-carbon services sector related policies. In this paper, Gansu Province carbon main line services, first clarifies the background and significance of the problem, review services research status carbon emissions through a literature review; then analyzes the status quo of the service industry, the service sector energy consumption and services caused by carbon emissions from energy consumption situation, and then the empirical study based on the model of Gansu Province STIRPAT carbon emission factor services, in-depth study of each of the factors of influence and the degree of effect size; and finally to carbon services sector in Gansu Province reduction recommendations accordingly. The main conclusions are:(1) 1991-2012, the rapid development of service industry in Gansu province, especially the modern service industry knowledge and technology-intensive, the traditional decline in the proportion of the service sector, the industrial structure to "three, two, one" ahead of trends, but the whole is still lagging behind the national average; the proportion of the amount of use of traditional energy sources of coal(2) 2001-2012, the overall energy consumption of Gansu service year after year, with an average annual growth rate of 10%, unit energy consumption output increased year by year. reduced use of clean energy such as gas type, electric type of promotion;(3) 2001-2012, the service sector carbon emissions Gansu Province showed a rising trend, with an average annual growth rate of 6.3 per cent, lower than the growth rate of the economy. services to reduce energy intensity year by year, 2012 was 0.216 t carbon / million, a decrease of 61 percentage points compared with 2001; transportation and warehousing postal industry, wholesale, retail and accommodation and catering industry, other industries carbon emissions are increasing year by year But transportation and warehousing postal industry to reduce carbon emissions intensity proportion of the three sectors are decreasing year by year; carbon emissions from traditional energy coal and oil presented a decreasing trend, carbon emissions clean energy gas type, electric type of promotion, energy efficiency improvement trend showing;(4) population size, economic growth, urbanization, the proportion of electricity consumption of the energy consumption of carbon emissions was a positive effect service of Gansu province, where the greatest impact of population size, was 0.85% That population size every 1% gain in the service sector increased 0.85 percent of carbon emissions, followed by economic growth, urbanization, the proportion of electricity consumption, were 0.436%, 0.145%, 0.012%; the energy efficiency of the energy services sector in Gansu Province consumption was a negative effect of carbon emissions, the impact coefficient of 0.121, that is, every 1% gain in energy efficiency, carbon emissions will reduce services 0.121%.
