Together with town housing system reform, the market mechanism is playing an important role in allocating the housing resource, In recent decade, housing system transferred from warefare-oriented to market-oriented, low-income residents can not get essential housing if depending on themselves. So the government must establish and implement housing security system to help them solve housing problem.After ten years' development, the supply system of indemnificatory housing in Guangzhou city has been achieved good results in solving the low-income residents' housing problem. However, there still exist some problems in the system and in the implementation process. Based on the social welfare and security of economic theory, Public choice theory, equitable distribution theory, housing filtration theory, through a lot of data analysis, the author points out the existing problems in the supply system of indemnificatory housing and find the reason behind these problems. When finishing the research on the typical international housing security models for the middle to low income families, the author proposes some suggestions for perfecting the supply system of indemnificatory housing in Guangzhou. As the conclusion of the research,the author would like point out the ideas as follows:Firstly, the government should positively open up more sources for collecting the money for the indemnificatory housing. Secondly, the security range of indemnificatory housing must be set reasonably. Thirdly, the government must make the supply system of the indemnificatory housing perfectly.Fourthly, the government should expansion the supply of indemnificatory housing though different channles.
