Research On Fund Management Of Technical Renovation Projects Of The Thermal Power Enterprises

Thermal power is the dominant way of power generating of our country in present and the future, in order to ensure efficiency and quality of the thermal power, reduce the pollution and improve the efficiency of resource utilization, thermal power enterprises respond to the national call to raise large amounts of fund to advocate technical reform for power generation equipment. Fund is the blood of the technical innovation project of thermal power enterprise, but in the process of actual construction projects, fund management exists quite a lot of problems. The theoretical study of fund management of the technical renovation project in thermal power enterprises is not perfect, there is not a effective guidance for the fund management of technical renovation project in thermal power enterprises, neither an integral indicator system nor an evaluation methods for of thermal power enterprises.This paper presents a point of view that the fund management of thermal power enterprises technological project is performance-oriented. Found management results are the guide of fund management process. We can view the process through the results and summarize the experience and lessons and finally enhance the found management level of the enterprise technical renovation project. At first, this paper generalizes and reviews the literature both at home and abroad, introduces the related theory and methods the research involves; This paper divides project funds management of technical renovation project of thermal power enterprise into three phases based on the theory of project life cycle; Then in view of the content and characteristics of each phases of funds management of the technical renovation project of thermal power enterprises, it analyzes the present situation, existing problems and the reasons of the problems of fund management, puts forward the performance oriented necessity analysis of fund management of technical renovation project of thermal power enterprises; It constructs the index system to measure the effect of funds management of technical renovation project;It introduces analytic hierarchy process and information entropy evaluation model to objectively evaluate the effect of the fund management of technical renovation, so as to realize the whole process management of the performance oriented technical renovation fund; Finally it makes applicability verification to lignite blending technological upgrading projects of enterprise C.
