Spatial-temporal Evolution Of Regional Economic Coordinated Development Of Henan Province Since Reform And Opening-up

Study on the coordinated development of regional economy is not a new topic, and a series of research have been proposed and carried out in China at the beginning of the 90’s in twentieth Century. With the regional economic development, the improvement of social and economic conditions(especially the technology condition, a modern transportation network science) changes requests to regional economic development goals(pursuit of scale and speed before, and now pursuit of quality and efficiency), which makes the research on the coordinated development of regional economy has the important theory value in the new period. Henan is a populous province, big agriculture province, also big economic province. The development of Henan province not only relates to the national "rice bag", and concurrently with a hundred million people to achieve the goal of building a comprehensive well-off. Therefore, the economy healthy development of H enan Province and the regional coordinated development, is not only related to the sustainable development of Henan Province itself, but also has nationwide significance. Attaching to economic geography, the gradient theory of regional economics, radiation theory, regional differentiation theory, regional division of labor theory, combining the qualitative and quantitative methods, taking Henan Province as the research space, the paper researches the coordination level of regional economic development of Henan province and the spatial and temporal pattern in the new era. The research expands the research content of the coordinated development of regional economy, on the other hand, expects to provide the basis for the coordinated development of regional economy in Henan province.The basic idea of this study is that: based on the concluding and review of correlations studies at home and abroad and development environmental analysis of Henan province on the coordinated development of regional economic conditions in the new period, defines the concept connotation and determine parameters of coordinated regional economic development, quantitatively measures the coordinated condition of Henan province in new century and analyzes the spatial and tem poral characteristics, proposes policy recommendations, provides the basis for coordinated development of regional economy in Henan Province. The main research contents and views include three aspects:First, teasing the context of regional economic development in Henan Province since the reform and opening up, summarizing the main work of coordinated development of regional economy done by Henan Province, analyzing the regional economic development status in Henan Province, and the initial judgment was done to the development stage of the regional economy in Henan. The results show that, according to the Chenery standard, either prefectural-level cities or county-level cities, the regional economy in Henan Province have entered the stage of industrialization. Therefore the coordinated regional economic development in Henan Province is the particular stage under the coordination of industrial background. This is the basic province-circumstance of coordinated development of regional economy of the study.The second, based on the concept connotation coordinated development of regional economy defined herein, the paper measures the coordination degree of coordinated regional economic development in Henan Province on account of f ive aspects: regional economic coordinating of the space, size, speed, quality, efficiency, respectively. And then, the overall level of coordination of reg ional economic development in Henan Province is measured. The result shows that the composition of diverse parameter of coordinated regional economy development varies on the path time series. On the prefectural-level, as the core plate of Henan economic growth, the economy relation trend among Central Henan urban agglomeration cities is enhanced; the associated effect is gradually increased between coordinated development of regional economy and per capita income, but still depends on other factors work together to promote and facilitate diverse; there is a high synergistic effect between economic growth speed and the improvement of people’s living standards, and convergence of peaks and valleys with only one-year time lag effect; since the 1990 s the regional economic growth quality in Henan Province has been presenting constant declining situation; and the economic growth efficiency shows an i ncreasing trend, providing fundamental source of power and the follow-up security to promote the quality and efficiency of regional economy in Henan and help the smooth progress of the coordinated development of regional economy.Third, analyzing the spatial and temporal pattern of Henan coordinated regional economic development since the reform and op ening, the policy advice is proposed to the regional economic coordination development. The study results show that the degree of regional economy coordination development in Henan is totally above the national level. Since the 2008 financial crisis the Henan coordinated regional development state remained the same to the nation, showing the pattern of parallel advances; four regional plates, the Central Henan urban agglomeration and northern regions of Henan have higher levels of regional economic coordination development; western and southwest take the second place, and the Huang-Huai region takes the last place; the regional economy coordination development level of the provincial cites regions is moderate and upward, and presents a variety of different trend patterns. Multi-temporal evolution show that: the regional economic coordination development in Henan province is on a positive development and evolution path. Finally, the paper puts forward to the policy proposal according to relying on t he national level strategic platform, accomplishing the top-level design of the coordinated development of regi onal economy, establishing the policy system of the co ordinated development of regional economy and re-optimizing regional economy space, etc.
