Research On The Application Of New Recycle Economic Theory In Baoqing Industrial Park Concerning Coal Electricity Chemical Project

Traditional coal industry have many serious problems, such as extremely exploitation, extremely emission, low efficiency of usage, and so on, coal resource is wasted and natural environment is damaged heavily. To keep sustainable development of coal industry and improve its comprehensive and competitive power, it is necessary to utilize resources comprehensively in every indusrial segment which are related to coal industry, and develop recycle economy.Luneng Baoqing Coal-electricity-chemical Comprehensive Poriect(LBCECP) is the target of this research, this article use the new recycle economic 5R theory to guide the constructing ways of this project’industrial chains. this project is consisted of three branches, which are called Coal mine, Electric power station, and Chemical plant, Coal mine’s product is lignite, because of its worse quality, it is unsuitable for long distance transportation, the only way is to offer raw coal to the power station and the chemical plant. The three branches depend on each other for existence, so the condition of this project to develop a great industrial recycle economy park has been prepared so well. This article combines the recycle economy new theory and the real condition of LBCECP together, analyse the situation and characteristic of this comprehensive project from the new recycle economy visual angle, fully demonstrate the necessity of developing recycle economy, plenarily show the distingction and advantage of its recycle economy development, then, use the new recycle economy concept to plan and design the industrial park integrally, carry out the principle of circlation, high efficiency, environment protection to the planning and designing, the first step is to design a integral frame of recycle economy for the project, including establish multiple industral chains of economy, each chain would conform the situation of physical distribution and energy flow, the next step is to discuss the concrete way for its coming true, among them, Reduce means energy saving and emission reduction ways, Reuse means the repeat useage of thermal energy and industral water, Resource means comprehensive utilization of wastes, Repair means recultivation of land and restore of ecology environment, Rethink means the thoughts of rational production and consumption, get rid of the ways of how people exploit resources through plundering, initiate the idea that the development of society should get alone with the natural environment harmoniously, from the result, we can see that the plan and designing of the great industrial park conforms to the new recycle economy concept. It’s the real application of new recycle econony concept, so the conclusion is that this comprehensive project is quite feasible for developing a great industrial recycle economy park, and then give some suggestions about policy and management. The purpose is to explore a new type industrialized way for this project, it must possess contain high technology, excellent economic benefit, low consumption of resource, less pollution of environment, to promote the sustainable development of enterprise.
