Research On The Supplies Bidding Mode Of Ningbo Electric Power Bureau User Project

Since 1990s, supply chain management (SCM) has been the focus of research scholars, also has been the hotspot of business practice and exploration management. Procurement management is an important part of the enterprise supply chain management, whether government agencies or enterprises and institutions are given high priority to the procurement management. Efficient and rational procurement can significantly reduce procurement costs, improve product quality, has an important role in enhancing the enterprise’s core competitiveness.Firstly, this paper introduced the supply chain management, the concept of purchasing management, procurement, application,the framework tender mode, features and advantages. Secondly, this paper introduced the present situation of material bidding in Ningbo Electric Power Bureau and materials engineering procurement, and this paper described working basis, work content and work program of bidding,and analyzed the procurement bidding status quo. Thirdly, Aimed at the defects and deficiencies of centralized materials procurement framework tender of engineering for users in Ningbo, framework bidding model was established in this paper, what’s more, a large quantities of critical factors of it, such as composition, quantity of person, length of service, employment Cost per month and so on, also were analyzed and researched, which was a efficient way of determining relevant data and boundary conditions. Finally, the research results will be applied to the actual bid evaluation work of entralized materials procurement framework tender of engineering for users in Ningbo, meanwhile, the case of framework tender was analyzed and the effect of application also was estimated. Consequently, the corresponding countermeasures and suggestions were proposed in this paper.
