Research On Company S Procurement Management Process Reengineering Framework Based On Protocol

S company is a large state-owned enterprise of coal-mining, coal-washing, coal chemical industry, coal deep processing and comprehensive utilization. As the rapid growth of company's procurement quantity and amount, the existing procurement mode has been increasingly difficult to meet the needs of the company's rapid development, and has affected its production units' normal production, the quality of purchase goods, cost control,management and so on to a large extent. Therefore, it is necessary to optimize procurement management mode to better serve the company's development.In order to solve the above problems, this paper is mainly about applied research, and combines application research with theoretical research, quantitative analysis with qualitative analysis. Based on the research of scholars at home and abroad, this paper introduces the relevant procurement theories, including procurement quality management, procurement cost,management and purpose, supplier management and purchasing framework agreement management theory. This paper analyzes the current purchasing management situation of S company, adopts the questionnaire method, and finds out the problems of S company's purchasing management in the aspects of the procurement quality, cost control, procurement cycle, procurement efficiency etc, which include the complex purchasing implementation process, cumbersome procedures for examination and approval, long procurement cycle,long-time handling procedure. All these problems lead to that the procurement cannot meet the site demands, repeated purchase and relatively high indirect cost of manpower, material resources and financial resources, which seriously affect and restrict the site supply demand.Finally, this paper puts forward the necessity of applying purchasing framework agreement in S company.Based on the research of the framework agreement purchasing management theory, thispaper presents the S company's framework agreement institution, formulates the relevant management measures of framework agreement purchasing, including construction of S company's framework agreement purchasing organization, work function and procurement plan, recommendation and determination of procurement suppliers, relevant provisions of framework agreement, rights delivery of goods supply, the evaluation and termination of framework agreement, and so on.This paper discusses the S company's example of applying purchasing framework agreement, and holds that the application of it generates great benefits, which includes greatly reduces the company's purchasing cost, optimizes its procedures of purchasing management,makes the procurement process more standardized and programmed, enhances the working efficiency enormously, reduces the labor intensity greatly, guarantees the supply demand of the production units effectively, and further speeding up the development of S company.
