In recent years, In order to improve core competitiveness and support innovation, multinational companies began to transfer the low value-added business and the non-core business to external professional contractors, and service outsourcing as a product of the division and specialization also get rapid development. With the further development of multinational companies, Service outsourcing has become a common economic activity and has played an important role in the process of economic globalization.During the "twelfth five-year" period, the outsourcing of China has achieved leap development. After India, China has become the second largest country to undertake offshore outsourcing. However, China’s service outsourcing has developed unbalance in the region. So far, it had formed a industry structure which includes Chang san jiao area, Zhu san jiao area, Huan bo hai area and Midwest area. The service outsourcing out of this industry structure has developed very slowly and even stopped in many areas. Jilin province is a typical area out of the industry area, in order to enjoy the many benefits of service outsourcing, Jilin province should vigorously support the development of service outsourcing. Chang-Ji-Tu framework and Jilin province twelfth five-year plan for national economic and social development provided strong support for service outsourcing. In addition, One Belt and One Road also put forward to develop foreign trade. The government of Jilin province has paid close attention to the development of service outsourcing, and there are still policy supports of the country, so, it is important to seize the opportunity to accelerate the development of service outsourcing. Besides, there are very few studies about service outsourcing of backward areas, so, it is necessary to study the factors which influence Jilin province to undertake service outsourcing. And it has certain theoretical significance and practical significance.This article firstly to sort out the relevant literature of service outsourcing, and sort out the research status at home and abroad. And then analyze the present situation and development advantage of Jilin province service outsourcing according to the data. Combining with the relevant research and the special situation of Jilin province as well as data availability, this article extract five influence factors of Jilin province to undertake service outsourcing:the size of the market, infrastructure, labor costs, human resources and the development of science and technology. Next, establish regression model and analyze the empirical results. It turned out that the size of the market; infrastructure and the development of science and technology are positively related to the scale of undertaking service outsourcing. Labor cost is negatively related to the scale of undertaking service outsourcing. However, the assumption that human resources is positively related to the scale of undertaking service outsourcing is not verified. In the last chapter of this article, put forward some relevant suggestions according to the result of empirical analysis, such as:Paying attention to the development of human resources, developing infrastructure construction, Strengthening the cooperation of the small-scale enterprises, undertaking the BPO business of South Korea and Japan, Increasing cooperation of service outsourcing with service outsourcing demonstration city and so on.
