Research On The Fiscal Policies To Improve Rural Living Environment

The eighteenth National Conference of the Communist Party of China emphasized motivating the mutual development between urban and rural, giving priority to infrastructure construction and social development in rural areas,, further promoting construction of new villages and poverty alleviation, and comprehensively improving the working and living conditions in rural areas. Promoting rural living environment is an important manifestation of the eighteenth NCCPC on urban and rural deployment.Currently, rural living environment suffers serious deterioration in some areas, greatly aggravating the quality of life of village residents. Major problems include inadequate coverage, inadequate fiscal support, insufficient maintenance of infrastructure, single investor and so on. Rural residents continued to migrate to other areas, leaving parts of villages in obsolescence. Government and villagers’inappropriate ideas, money, lack of long-term management mechanisms also worsen the rural living environment. This article argues that objective knowledge is the prerequisite for the smooth progress of the work. Promoting the village construction planning is inevitable. Strengthening organization and propaganda is effective measure to promote the construction of rural environment.This article consists of five parts. The first part is introduction, mainly on the research background, research purpose, and existing literature. The second part is an overview about the content, subjects, objects and building mechanisms. Also analyzes the relevant theories. The third part is the basic analysis about the current situation of rural living environment as well as the major problems. The third part also considers the social, residential concepts, capital investment and mechanism as the cause of the problem. The fourth part is a brief description of both home and abroad rural living environment as to give some advices. The fifth part is policy suggestions, mainly emphasizing that rural environment promoting should be comprehensively planned and scheduled from perspectives of objective understanding, propaganda and guidance, improve the mechanism, and orderly manner.The article suggests this work will be divided into three phases. The first phase, dominated by the government, clean up the stock garbage and pollution sources. The second phase is guided by government, build infrastructures and establish long-term management and protection mechanisms. The third phase is comprehensive development, dominated by the residents, residents bear most of the costs and mechanisms have been well established.
