| The socialist construction of new rural areas is the significant thesis in the process of the modernization in our country, in the current situation of the continuously improvement of the villagers’income per capita, the rural living environmental administration has been put on the agenda. As one of the most important measures in the construction of rural areas, the effect of the task is directly related to the process of the construction of the rural areas. The "No.1document" of the central committee of the communist party has been focusing on the "three-dimensional rural issues" from2004to2010, especially in this year, it points out:"steadfastly improve the comprehensive management of the rural environment, carry out the experiments in selected places of rural drainage and river dredging, accomplish the work of the treatment of the domestic waste and sewage, improve the rural residential environment." The process of the urbanization has always ignored the treatment of the rural living environment. The investigation shows, especially in the north part of Jiangsu province, the current situation is "the waste is dumped anywhere, the rivers are all polluted" So, it’s meaningful for the regulators to find out the way to organize the management team and provide the pollution-controlling goods efficiently.This thesis selected the south and north district in Jiangsu province which have different economic development level. The first part of the thesis is the theoretical analysis, it is based on framework of the public goods theory and the multi-centre theory created by ostrom, it divides the public goods into the pure public goods and the quasi-public goods and emphasizes the distinguish between the provider and the producer in the providing process; The second part is describing the providing situation of the rural living environmental control goods in Yixing and Yancheng city; The third part is the investigation based on the questionnaire. Through the5town,10administrative villages selected in each place, we know about the providing situation of the rural living environmental control goods. This thesis makes the empirical analysis from the consistency research of villagers’requirement and satisfaction about the pollution control goods, the methods of funding ways, the providing subject and so on, it points out the main problems about the current providing situation of the rural living environmental control goods, including the shortage of the quantity, low providing efficiency, ignorant the expression of the consumers, the single prviding subject and way and analyzes the reasons as well; Based on the perspective of the multi-centre, multi-subject, multi-way, the fourth part emphasizes the coordination and cooperation among the government, market and the third sector. This thesis put forward the countermeasures according to the theoretical base and the analyzed dilemma situation. These measures focus on the selection of the providing subject, the transformation and optimization of the funding mode, the attentions on the villagers’ will expression-build up the efficient "two way" channel of communication between the local government and the villagers and the scientific Multivariate supervision system to construct the new pollution control goods providing mode which can improve the providing efficiency of the goods.Overall, aiming at the rigid pattern of the rural pollution control goods providing mode, this thesis lay emphasis on the construction of the scientific providing mode which is multi-subject, multi-way and communication and decision-making ways unblocked. Certainly, in the process of strengthening the governance of the multi-centre, the government must set up the core value purpose while the market and the third sector are playing the role. We should under the supervision and the guidance of the government, search for the subject diversification, multiple approach and the more selection right of the consumers, forming the triangle balances among the "government, market and the society"... |
